Strategy and grand strategy

Friday, March 21, 2025, 10:00 – 11:00 a.m.
The Brookings Institution, Falk Auditorium, 1775 Massachusetts Ave. NW. Washington, D.C.

The concepts of strategy and grand strategy are distinct but often used interchangeably, generating frustration or even national ruin if misunderstood. In “Strategy and Grand Strategy,” Joshua Rovner analyzes the relationship between strategy—a theory of victory—and grand strategy—a theory of security. By looking at historical examples and drawing parallels to contemporary conflicts and policy debates, Rovner sheds new light on critical decisions made during times of war and peace.

On Friday, March 21, join the Foreign Policy program at Brookings for an analytical discussion on strategy and grand strategy and how to achieve durable national security with Brookings experts Mara Karlin, Michael O’Hanlon, and Joshua Rovner.
