APEC summit 2023: The future of climate and trade policies in a world of geopolitical divides

The leaders of the 21 member economies of the Asia-Pacific Economic Cooperation (APEC) forum will gather in San Francisco, California, the week of November 12. APEC has a track record of finding ways to foster collaboration between its members, but today’s challenges are steep. Russia’s invasion of Ukraine has created upheaval in energy markets, U.S.-China tensions have stalled cooperation on climate change between two of the largest greenhouse gas emitters, and the weakened rules-based trading system has led to increased use of tariffs, technology restrictions, and other means of economic coercion that create complications for all economies. Can APEC members forge a path toward effective policies to sustain a green transition and preserve an open international economic system while building resilient supply chains?

On November 13, the Center for East Asia Policy Studies and the Japan Economic Foundation (JEF) will host a group of experts to assess the goals and potential outcomes of this year’s APEC summit. The first panel will focus on climate change and energy security, and the second panel will address the international trading system and supply chain resilience.
