The year 2024 has been marked by elections around the world. This summer, voters across the European Union elected a new European Parliament, which led to the formation of a new European Commission; France held snap parliamentary elections but has yet to form a government; and the U.K. elected a Labour government after 14 years of Conservative rule. On September 1, two eastern German states held regional elections—with a third to follow later in the month. And in November, Americans will decide whether to return former President Donald Trump to the White House or elevate Joe Biden’s vice president, Kamala Harris, to the Oval Office. How will these elections—and ongoing political uncertainty—affect key aspects of U.S.-European relations, including the NATO alliance, policy toward Russia, and Ukraine’s future? What is the impact on U.S.-EU economic relations and tensions over each other’s approaches to China?
On September 16, the Foreign Policy program at Brookings and the Council on Foreign Relations (CFR) will collaborate to convene a panel of experts to discuss the foreign, security, and economic policy challenges facing democratic governments in Europe and the United States; how key issues are playing out in elections and their aftermaths; and what is at stake for trans-Atlantic relations across a range of policy areas. This will be the first in a series of virtual events cosponsored by Brookings and CFR in the lead-up to Election Day.

This event is a part of Election ’24: Issues at Stake, a Brookings initiative aimed at bringing public attention to consequential policy issues confronting voters and policymakers in the run up to the 2024 election. This includes equipping leaders with insights and policy ideas to help them govern in 2025 and beyond.
