Could the Arctic be the wedge between China and Russia? In War on the Rocks, Jeremy Greenwood and Shuxian Luo argue that the continuing conflict in Ukraine casts a cloud over China’s Arctic aspirations. Beijing may still want to have it both ways, i.e., to continue its cooperation with Russia without spoiling ties with other Arctic states.
